- The government kicks off an active promotion of public awareness raising towards the eradication of digital sexual crime -


The Ministry of Gender Equality and Family (Minister Chung Hyun-Back) will work towards raising public awareness of digital sexual crimes such as illegal filming with a new policy slogan for the pan-governmental effort, “Illegal filming is a crime. The moment you watch it, you become an accomplice.”


This is due to the recognition that it is urgent to fundamentally improve the social culture that objectifies the female body and consumes it as entertainment as well as to eliminate the distribution structure that makes profit from illegally taken photos and videos.


With the new slogan, “Illegal filming is a crime. The moment you watch it, you become an accomplice,” the MOGEF will work with other relevant ministries and departments in the government to promote the public awareness raising activities, inviting all citizens towards the eradication of digital sexual crimes.


The slogan will be included in various government events and online and offline promotional materials. We will continue to spread the message at the government-wide level.


During the second half of the year, the MOGEF plans to carry out comprehensive public awareness raising activities including campaigns to eradicate digital sexual crimes that use the slogan jointly with related ministries.


Since last year, the Ministry of Gender Equality and Family has continued to its efforts on raising public awareness of sexual digital crimes. In particular, the MOGEF held an on- and off-line campaign called “illegal filming, distribution and dissemination OUT” to enhance public participation during the Sexual Violence and Domestic Violence Eradication Week (Nov.25 to Dec.1, 2017).


Minister of Gender Equality and Family Chung Hyun-back emphasized that "illegal filming is an act of character assassination that could even destroy one’s soul as one’s damage due to the crime can last as long as the illegal materials remain online”


“I hope that the citizens will show active interest and participate in completely getting rid of digital sex offenses from our society by firmly recognizing that just watching the materials for fun or due to curiosity can contribute to the crime activities” added Minister Chung.
